(A)For purposes of this section and section4906.31of the Revised Code, "material amendment" and "utility facility" have the same meanings as in section303.57of the Revised Code.

(B)The power siting board shall not grant a certificate for the construction, operation, and maintenance of, or a material amendment to an existing certificate for, a utility facility, either as proposed or as modified by the board, to be constructed in the unincorporated area of a county, if the facility has any of the following:

(1)A nameplate capacity exceeding that which was provided to that county's board of county commissioners under section303.61of the Revised Code;

(2)A geographic area that is not completely within the boundaries provided to that county's board of county commissioners under section30

(3) A type of generation that is different than that which was provided to that county's board of county commissioners under section303.61of the Revised Code.
