(A)As used in this section:
(1)"Electric distribution utility" has the same meaning as in section4928.01of the Revised Code.
(2)"Electric service" means any service involved in supplying or arranging for the supply of electricity to ultimate consumers in this state. "Electric service" includes "retail electric service" as defined in section4928.01of the Revised Code.
(3)"Proceeding" includes a proceeding relating to electric service under Chapters 4909. and 4928. of the Revised Code.
(B)No electric distribution utility or its affiliate may do either of the following to induce any party to a public utilities commission proceeding to enter into a settlement of a matter pending before the commission:
(1)Make a cash payment to that party;
(2)Enter into any agreement or any financi
