The authority to adopt rules for the enforcement of section3715.02, divisions (E), (G), (H), and (I) of section3715.60, division (A)(2) of section3715.64, and section3715.67of the Revised Code is vested in the director of agriculture. The authority to adopt rules for the enforcement of sections3715.01and3715.52to3715.72of the Revised Code, excluding divisions (E), (G), (H), and (I) of section3715.60, division (A)(2) of section3715.64, and section3715.67of the Revised Code, is vested in the director of agriculture or the state board of pharmacy. The rules adopted in so far as practicable shall conform with the regulations promulgated under the "Federal Food, Drug, and Cosmetic Act," 52 Stat. 1040 (1938), 21 U.S.C.A. 301, as amended.
