Notwithstanding section124.13of the Revised Code, and in accordance with the intent of divisions (I) and (J) of section3349.28of the Revised Code, no employee of the university of Cincinnati to whom section124.13of the Revised Code is applicable, who became an employee of such state institution prior to the transfer of such institution to the state, shall be entitled to less vacation leave with pay than that employee would have been entitled to had such transfer not occurred.
