§ 116. Sessions. The offices of the chairman and the board shall be\nopen for business during all business hours of all days except Sundays\nand legal holidays. All sessions of the board shall be public. The\nrecords of the board shall contain a record of each case considered, and\nall awards, decisions or orders with respect thereto. For convenience\nof parties and prevention of delay or expense, the board may hold\nsessions in cities other than Albany.\n
