§ 400 — Application of this title

§ 400. Application of this title. Except as otherwise expressly\nprovided in this chapter, this title shall be exclusively controlling:\n a. Upon the registration, numbering and regulation of motor vehicles\nand motorcycles; and\n b. On their use of public highways.\n
