§ 2. Statement of legislative findings and purposes. The legislature\nhereby finds, determines and declares that there exists in this state:\n (a) a seriously inadequate supply of safe and sanitary dwelling\naccommodations within the financial reach of a substantial number of\nfamilies and persons, including aged persons, living within the state;\n (b) a substantial number of dwelling accommodations, including many\nsheltering one to four families, which are structurally sound, but\nsubstandard or deteriorating;\n (c) a serious condition of involuntary unemployment and\nunderemployment causing severely adverse social and economic\nconsequences, including the waste of human resources, the growth of\ncrime and delinquency, the loss of educational opportunities for many of\nour youth, an

The legislature\nhereby finds, determines and declares that there exists in this state:\n (a) a seriously inadequate supply of safe and sanitary dwelling\naccommodations within the financial reach of a substantial number of\nfamilies and persons, including aged persons, living within the state;\n (b) a substantial number of dwelling accommodations, including many\nsheltering one to four families, which are structurally sound, but\nsubstandard or deteriorating;\n (c) a serious condition of involuntary unemployment and\nunderemployment causing severely adverse social and economic\nconsequences, including the waste of human resources, the growth of\ncrime and delinquency, the loss of educational opportunities for many of\nour youth, and the burden on the state and local governments of\nincreasing public assistance payments and decreasing tax revenues;\n (d) many residential, commercial and industrial areas which are\nsubstandard and insanitary or which are becoming substandard and\ninsanitary because of blighted, obsolete, deteriorated or deteriorating\nconditions;\n (e) a serious need for extensive and in-depth research and\nexperimentation to discover new, better, and cheaper methods of\nconstructing and rehabilitating low cost housing; of constructing,\nreconstructing, rehabilitating and improving commercial, manufacturing\nand industrial facilities; of rehabilitating, reconstructing and\nrenewing substandard, deteriorated and deteriorating areas; and of\nprotecting against the hazards of involuntary unemployment and\nunderemployment.\n The legislature further finds and declares that such conditions cannot\nbe corrected by the ordinary operations of private enterprise and are\ncontrary to the public interest. They threaten the health, safety,\nwelfare, morale, comfort and security of the people of this state.\n The legislature hereby declares it to be the policy of this state to\nprovide an adequate supply of safe and sanitary dwelling accommodations;\nto increase job opportunities and protect against involuntary\nunemployment and underemployment by promoting, attracting, stimulating\nand revitalizing business, commerce, industry and manufacturing in the\nurban areas of the state; and to arrest the spread of deterioration and\nblight and promote the economic and physical development of such areas\nthrough the construction, reconstruction, rehabilitation and improvement\nof residential, commercial and industrial structures and facilities\ntherein.\n For these purposes, there should be created a nonprofit corporation\nknown as "Corporation for Urban Development and Research of New York"\nwhich, with grants and loans from private sources, through the issuance\nof bonds and notes to the investing public, and through participation in\nfederal, state, and local programs, may independently and in cooperative\neffort with the New York state urban development corporation and the\nurban development guarantee fund of New York, acquire, construct,\nreconstruct, rehabilitate and improve, and finance the acquisition,\nconstruction, reconstruction, rehabilitation and improvement of, housing\naccommodations and industrial, manufacturing, commercial and\nrecreational structures and facilities; clear, replan, reconstruct, and\nrehabilitate such substandard and insanitary areas; and conduct research\nand experimentation in all these fields.\n The legislature further finds and declares that such a non-profit\ncorporation organized for such purposes and with the powers and\nauthorities necessary to accomplish them cannot be created under any\ngeneral law; that such a corporation being necessary and proper to\nobtain the ends here recited, it should be created by a special act of\nthe legislature.\n
