§ 2406. Board of judges.
1.The judges of said court shall constitute\nthe board of judges of the court. The judge elected from the first\ndistrict shall be the president. The meetings of the board shall be\npublic, except when such board shall be in executive session, and so far\nas is practicable shall be held at regular intervals, and all its\nproceedings shall be recorded by its secretary and shall be preserved. A\nmajority of the members of the board shall constitute a quorum.\n 2. The president of the board of judges shall preside and shall be\nentitled to vote at all meetings of the board.\n 3. The board of judges shall designate a clerk of the court to act as\nsecretary of the board and from time to time substitute another. Such\nsecretary shall serve without additional compen
