§ 453. Powers and duties of municipalities. A municipality is hereby\nauthorized:\n 1. To undertake and carry out municipal bridge improvements for which\nstate assistance is received or is to be received pursuant to this\narticle.\n 2. To expend moneys received from the state together with other moneys\navailable to it for costs incurred for such improvements.\n 3. To contract with any person, firm, corporation or agency, either\ngovernmental or private, for the purpose of accomplishing the purposes\nof this article.\n 4. To apply for and receive moneys of the state and the federal\ngovernment for the purposes of accomplishing municipal bridge\nimprovements.\n 5. To perform such other and further acts as may be necessary, proper\nor desirable in order to carry out municipal bridge
