§ 81-a. Misconduct of officers and agents of pipe-line corporations.\nAny officer, agent or manager of a pipe-line corporation who:\n 1. Neglects or refuses to transport any product delivered for\ntransportation, or to accept and allow a delivery thereof in the order\nof application, according to the general rules of the corporation, as\nprovided by law; or,\n 2. Charges, accepts or agrees to accept for such receipt,\ntransportation and delivery, a sum different from the amount fixed by\nsuch regulations; or,\n 3. Allows or pays, or agrees to allow or pay, or suffers to be allowed\nor paid or repaid, any draw-back, rebate or allowance, so that any\nperson shall, by any advice, have or procure any transportation of\nproducts over such pipe-line at a less rate or charge than is fixed in
