§ 22-b. Report of the legislature on the enacted budget. Within thirty\ndays of passage of the budget the senate and the assembly shall issue,\neither jointly or separately, a legislative report on the budget. Such\nreport shall contain a description of appropriation changes between the\nbudget submitted by the governor and the enacted budget and the effect\nof such changes on employment levels. Commencing with fiscal year\nnineteen hundred ninety-four--nineteen hundred ninety-five, such report\nshall also summarize changes in appropriations by function in a form\nsuitable for comparison with the schedule required to be submitted with\nthe governor's proposed budget.
