§ 12. Annual reports to legislature by institutions entitled to\nreceive money from state. All institutions and societies entitled by law\nto receive money from the state shall make an annual report to the\nlegislature on or before the fifteenth day of January in each year, and\nno such money shall be paid in any such case until such report is made.\n
