§ 353. Grant of aid. Upon the completion of an investigation the\nproper social services official shall\n (a) decide whether the applicant is eligible for and should receive\nfamily assistance, the amount, nature and manner of paying or providing\nit and the date on which it shall begin,\n (b) notify the applicant of his decision in writing.\n
