§ 251. Saving clause. Nothing contained in this chapter shall be\nconstrued to repeal any statute of the state or ordinance of the city or\nrule or regulation of the board of health, not inconsistent with the\nprovisions of this chapter, and the same shall remain in full force and\neffect, when not inconsistent with the provisions of this chapter, to be\nconstrued and operated in harmony with its provisions. The powers which\nare conferred and the duties which are imposed upon any officer or\ndepartment of the city under any statute of the state, or any city\nordinance which is in force at the time of the taking effect of this\nchapter shall, if such office or department be abolished by this\nchapter, be thereafter exercised and discharged by the officer, board or\ndepartment upon whom
