§ 201. Adoption of procedures; plain language. This article\nestablishes minimum procedures for all agencies, provided, however, an\nagency may adopt by rule additional procedures not inconsistent with\nstatute. Each agency shall strive to ensure that, to the maximum extent\npractical, its rules, regulations and related documents are written in a\nclear and coherent manner, using words with common and everyday\nmeanings.\n
