§ 110-b. Deduction of dues and insurance premiums from benefits of\ncertain retired members. Notwithstanding any other provision of law to\nthe contrary and subject to the provisions of a collective negotiating\nagreement between the state and an employee organization representing\nemployees whose positions are in collective negotiating units designed\nas the administrative services unit, operational services unit,\ninstitutional services unit or division of military and naval affairs\nunit established pursuant to article fourteen of the civil service law,\nthe comptroller is hereby authorized to deduct from the retirement\nallowance of any retired member of such negotiating units who retired on\nor after January first, nineteen hundred eighty-seven an amount of\nmembership dues as the r

Notwithstanding any other provision of law to\nthe contrary and subject to the provisions of a collective negotiating\nagreement between the state and an employee organization representing\nemployees whose positions are in collective negotiating units designed\nas the administrative services unit, operational services unit,\ninstitutional services unit or division of military and naval affairs\nunit established pursuant to article fourteen of the civil service law,\nthe comptroller is hereby authorized to deduct from the retirement\nallowance of any retired member of such negotiating units who retired on\nor after January first, nineteen hundred eighty-seven an amount of\nmembership dues as the retired member may specify in writing filed with\nthe comptroller for the payment of such employee organization membership\ndues and premiums for employee organization sponsored group insurance\nplans. Any such written authorization may be withdrawn by such retired\nmember at any time upon filing written notice of such withdrawal with\nthe comptroller. Notwithstanding the foregoing provisions of this\nsection, the employee organization certified, pursuant to article\nfourteen of the civil service law, to represent the collective\nnegotiating unit from which the member retired shall have exclusive\npayroll deduction of membership dues and premiums for insurance and\nmass-merchandized automobile and homeowners' insurance policies for\nretired members of such collective negotiating unit. Deductions for such\ndues and premiums shall not be authorized for any other employee\norganization or group except by express written approval of such\nappropriate certified employee organization. Notwithstanding any other\nprovision of law to the contrary, a retired member shall have the right,\nat any time after his or her retirement, to execute and file a deduction\nauthorization card with the retirement system authorizing the payment of\nvoluntary contributions to the political committee, as defined in\nsection 14-100 of the election law, of such member's employee\norganization, provided such organization is certified or recognized\npursuant to article fourteen of the civil service law as the\nrepresentative of all employees in the negotiation unit in which such\nmember was then employed. Such authorization shall continue in effect\nuntil revoked in writing by such member. The comptroller shall determine\nthe cost of administering deductions for voluntary contributions to the\npolitical committee and the cost incurred by the retirement system in\nadministering such contributions shall be paid from the funds of the\npolitical committee.\n
