1.Real property owned by an enrolled member of an\nincorporated volunteer fire company, fire department or incorporated\nvoluntary ambulance service or such enrolled member and spouse residing\nin a county which has a population of more than one million three\nhundred thousand and less than one million four hundred thousand\npersons, according to the latest federal decennial census and which is\nnot located within a city with a population of one million or more shall\nbe exempt from taxation to the extent of ten percent of the assessed\nvalue of such property for city, village, town, part town, school\ndistrict, special district or county purposes, exclusive of special\nassessments, provided that the governin
