§ 519. Definitions. The following terms shall mean and include:\n 1. "Region." One or more of the following named regions comprised of\nthe counties indicated:\n a. Suffolk: Suffolk county;\n b. Nassau: Nassau county;\n c. New York city: the five counties comprising the city of New York;\n d. Catskill: Broome, Chemung, Chenango, Delaware, Orange, Rockland,\nSullivan, Tioga, Dutchess, Tompkins, Westchester, Putnam and Ulster\ncounties;\n e. Capital District: Albany, Clinton, Columbia, Cortland, Essex,\nFranklin, Fulton, Greene, Hamilton, Herkimer, Madison, Montgomery,\nOneida, Otsego, Rensselaer, Saratoga, Schenectady, Schoharie, St.\nLawrence, Warren and Washington counties;\n f. Central: Lewis and Onondaga counties;\n g. Western: Allegany, Cattaraugus, Cayuga, Chautauqua, Erie,
