§ 3-a. Transfer of lands. Notwithstanding any other provision of law,\nany land, property, right, easement or fee under the jurisdiction of the\ncommission acquired in the name of the people of the state of New York\nfor the purpose of the construction, maintenance or development of a\ngrade crossing elimination project or acquired pursuant to any laws\napplicable to grade crossing eliminations which is determined by the\ncommissioner of transportation to be of use or benefit for state\ntransportation purposes is transferred to the commissioner of\ntransportation. The commissioner of general services is authorized to\nconvey to the city of New York any of said parcels or interests which\nthe commissioner of transportation determines not to be necessary for\nstate transportation purposes.
