§ 3453. Restoration of licenses after suspension and revocation. 1.\nThe commissioner may, in his discretion, reissue a license to any person\nwhose license has been revoked.\n 2. Application for the reissuance of a license shall not be made prior\nto one year after revocation and shall be made in such manner as the\ncommissioner may direct.\n
