* § 3367. Evaluation; research programs; report by department.

1.The\ncommissioner may provide for the analysis and evaluation of the\noperation of this title. The commissioner may enter into agreements with\none or more persons, not-for-profit corporations or other organizations,\nfor the performance of an evaluation of the implementation and\neffectiveness of this title.\n 2. The department may develop, seek any necessary federal approval\nfor, and carry out research programs relating to medical use of\nmarihuana. Participation in any such research program shall be\nvoluntary on the part of practitioners, patients, and designated\ncaregivers.\n 3. The department shall report every two years, beginning two years\nafter the effective date of this title, to the governor and the\nlegis
