§ 3341. Institutional dispensers certificates of approval.
1.No\ninstitutional dispenser as herein before defined, shall receive, possess\nor cause controlled substances to be administered or dispensed without\nfirst having been issued a certificate of approval authorizing such\nactivity by the commissioner.\n 2. Upon application of an institutional dispenser for a certificate of\napproval, the commissioner shall issue such certificate if he is\nsatisfied that:\n (a) the applicant and its managing officers are of good moral\ncharacter;\n (b) the applicant possesses the necessary land, building,\nparaphernalia and staff to properly carry on the activities described in\nthe application;\n (c) the applicant will be able to maintain effective control against\ndiversion of controlled su
