§ 2855. Prerequisites to consent of commissioner. The commissioner\nshall not approve any such certificate or amendment thereto unless and\nuntil there is endorsed thereon or annexed thereto the written approval\nof the public health council in accordance with section two thousand\neight hundred one-a of the public health law.\n
