§ 11. Rules and regulations of the department; evidence.

1.The rules\nand regulations of the department promulgated pursuant to the provisions\nof this chapter may be read in evidence from the official compilation of\ncodes, rules and regulations of the state of New York, or supplement\nthereto. To entitle any copy of the said rules and regulations, other\nthan those in the official compilation or supplement thereto, to be read\nin evidence there shall be contained in the same book or pamphlet a\nprinted certificate of the secretary of state that such copy is a\ncorrect transcript of the text of the said rules and regulations as\npublished in the official compilation or supplement thereto. For such a\ncertificate the secretary of state shall collect such a fee as he shall\ndeem just an
