§ 12. Officers and employees. Subject to approval by the governor, or\npursuant to rules prescribed by him, the commissioner may appoint such\nofficers and employees as may be required for the performance of the\npowers and duties of the division, determine their qualifications and\nfix their compensation within the amount provided by appropriation.\n
