§ 142. Water conservation in public buildings. The commissioner of\ngeneral services shall establish a water conservation program for all\nstate owned public buildings except for academic buildings, dormitories\nand other facilities of the state university system. Such program shall\ninclude a survey of water use and conservation in such buildings.\n
