§ 576 — Definitions

§ 576. Definitions. As used or referred to in this title, unless a\ndifferent meaning clearly appears from the context:\n 1. The term "authority" shall mean the corporation created by section\nfive hundred seventy-seven of this chapter;\n 2. The term "supervisors" shall mean the Jefferson county board of\nsupervisors;\n 3. The term "bridge complex" shall mean all bridges which, together\nwith their approaches and connecting roads, form a crossing from one\nparticular area in the United States across the St. Lawrence river to a\nparticular area in Canada, and shall include such approaches and roads\nas well as all buildings, facilities and other improvements which are\nnecessary or incidental to the operation and maintenance of such\nbridges, approaches and roads or which serve the traffic over such\nbridges;\n 4. The term "bonds" shall mean bonds issued by the authority pursuant\nto this title;\n 5. The term "board" shall mean the members of the authority;\n 6. The term "treasurer" shall mean the treasurer of the authority;\n 7. The term "county" shall mean the county of Jefferson;\n 8. The term "state" shall mean the state of New York;\n 9. The term "comptroller" shall mean the comptroller of the state;\n 10. The term "revenues" shall mean all moneys received by or due to\nthe authority from tolls, rentals, user fees, charges or other payments\nderived from the operation of the properties or facilities of the\nauthority, as well as interest earned on deposits or securities, and\nother income of the authority, from whatever source it may emanate, but\nshall not include gifts, grants, or the principal of any loan, or the\nproceeds of any bond issue;\n 11. The term "political subdivision" shall mean any city, town, front,\nvillage, riding, municipality, water district, fire district, fire\nprotection district, school district, improvement district, commission,\nbureau, division, agency, instrumentality, public corporation, public\nbenefit corporation, board or department of the governmental body\nindicated, whether the same be in the United States or in Canada;\n 12. The term "real property" shall mean lands, structures,\nimprovements to land, franchises and interests in land, waters, lands\nunder water, riparian rights, space rights, air rights, and any and all\nother things and rights usually included within said term and includes\nnot only fees simple and absolute but also any and all lesser interests,\nincluding but not limited to appurtenances thereto, easements, rights of\nway, uses, leases, leaseholds, licenses and all other incorporeal\nhereditaments and every estate, interest or right, legal or equitable,\nincluding terms for years and liens thereon by way of judgments,\nmortgages or otherwise, and also claims for damage to real property;\n 13. The term "properties" shall mean all the real property of the\nauthority and all tangible and intangible personal property thereof of\nevery kind, including but not limited to vehicles, equipment, plants,\nworks, franchises, and contract rights;\n 14. The term "facilities" shall mean any of the properties of the\nauthority or any other real property or personal property controlled or\noperated by the authority which is used or intended to be used in the\nfurtherance of any of its corporate purposes;\n 15. The term "indebtedness" shall mean any obligation for the payment\nof a fixed or determinable amount of money, enforceable by an action at\nlaw, including but not limited to bonds, bond anticipation notes, notes,\ncontractual obligations, rentals owed as lessee, and other financial\nliabilities.\n
