§ 2878-a. Purchasing of products.

1.All products purchased shall be\nrecycled products, which meet contract specifications, unless the only\navailable product does not contain recycled content, and provided that\nthe cost of the recycled product does not exceed a cost premium of ten\npercent above the cost of a comparable product that is not a recycled\nproduct or, if at least fifty percent of the secondary materials\nutilized in the manufacture of that product are generated from the waste\nstream in New York state, the cost of the recycled product does not\nexceed a cost premium of fifteen percent above the cost of a comparable\nproduct that is not a recycled product.
