§ 2046-u. Title not affected if in part unconstitutional or\nineffective. If any provision of any section of this title or the\napplication thereof to any person or circumstance shall be adjudged\ninvalid by a court of competent jurisdiction, such order or judgment\nshall be confined in its operation to the controversy in which it was\nrendered, and shall not affect or invalidate the remainder of any\nprovision of any section of this title or the application of any part\nthereof to any other person or circumstance and to this end the\nprovisions of each section of this title are hereby declared to be\nseverable. Nothing contained in this title shall be held to alter or\nabridge the powers and duties of the department of environmental\nconservation.\n
