§ 1974-d. Contracts. In connection with development, construction,\noperations and maintenance contracts for projects of the authority,\nminority and women-owned business enterprises and minority group members\nand women shall be given the opportunity for meaningful participation.\nThe authority shall establish measures and procedures to secure\nmeaningful participation by minority and women-owned business\nenterprises on contracts for projects of the authority. Such measures\nand procedures shall also promote the employment of minority group\nmembers and women on such contracts. For the purposes thereof, "minority\nbusiness enterprise" shall mean any business enterprise which is at\nleast fifty-one per centum owned by, or in the case of a publicly owned\nbusiness, at least fifty-one per
