Insofar\nas the provisions of this title are inconsistent with the provisions of\nany other act, general or special, or of any local law of the city, the\nprovisions of this title shall be controlling.\n  * NB City of Rome Parking Authority ceased to exist 12/31/2000 per §\n1470-b, and thereafter until all liabilities have been met/discharged,\nand all bonds paid/discharged\n
