§ 1321. Consent by the state. The commissioner of general services\nshall have power, in his discretion, from time to time to transfer and\nconvey to the authority, or to one or more participating counties for\nthe use of the authority, and for such consideration as may be\ndetermined by him to be paid to the state, unappropriated state lands\nand lands under water which the authority shall certify to be necessary\nor desirable for the corporate purposes of the authority.\n
