§ 1269-d. Submission of strategic operation plan.
1.On or before July\nfirst nineteen hundred eighty-seven, the authority shall submit to the\ngovernor a strategic operation plan for the five year period commencing\nJanuary first of the following year. One component of the plan shall be\nfor the bus and subway services of the New York city transit authority\nand its subsidiaries and for the Staten Island rapid transit operating\nauthority; the other component shall be for the commuter railroad\nservices, not including the Staten Island rapid transit operating\nauthority, under the jurisdiction of the authority. Planned service and performance standards for each year of the\nperiod covered by the plan; including, in such plan submitted after July\nfirst, nineteen hundred eighty-eight, (a) standards for determining\nfrequency of service at peak hours and off-peak hours, (b) frequency of\nservice at peak and off-peak hours based on the application of such\nstandards to the current period for each subway line, bus route or group\nof bus routes, and commuter rail lines, divisions or branches as\nappropriate, (c) projected performance for each subway line, bus route\nor group of bus routes, and commuter rail lines, divisions or branches\nas appropriate as measured by reliability indicators commonly utilized\nwithin the transit industry, including such measures as mean distance\nbetween failures for subway cars, planned number of vehicles with air\nconditioning and projected reliability of such equipment, planned\nstandards for cleanliness of the interior and exterior of subway cars,\ncommuter rail cars, buses, and passenger stations, and other appropriate\nmeasures of planned performance influencing the quality of services;\n c. Level and structure of fares projected for each year of the period\ncovered by the plan;\n d. Estimated operating and capital resources anticipated to be\navailable from internal sources as well as from federal, state, regional\nand local sources;\n e. Estimated operating and capital costs to satisfy planned standards\nof performance and service;\n f. Strategies to improve productivity; control cost growth; integrate\nand coordinate the delivery of services provided by the authority as\nwell as other public and private transportation providers in the service\narea;\n g. Specific allocation of operating and capital resources by mode and\noperation, including funds, personnel, and equipment;\n h. Configuration by mode, operation and route of the services to be\nprovided and the facilities to be operated, identifying major planned\nchanges in services and routes; and\n i. Identification of the operating and capital costs as compared to\nthe revenues anticipated from system users for the metropolitan\ntransportation authority and its subsidiaries and the New York city\ntransit authority and its subsidiary.\n j. An analysis of the relationship between specific planned capital\nelements contained in approved capital program plans and the achievement\nof planned service and performance standards. Such analysis shall\ninclude the relationship of specific planned capital elements to the\nachievement of such service and performance standards for each subway\nline, bus route or group of bus routes, or commuter rail lines,\ndivisions or branches as appropriate.\n 2. Each annual update of the plan shall include a status report\nsummarizing the extent to which planned service and performance\nstandards developed for the previous year were achieved, the causes of\nany failure to achieve projected standards of service, and corrective\nmeasures the authority intends to take to avoid non-achievement of\nprojected standards in the next upcoming year.\n 3. The metropolitan transportation authority shall take into\nconsideration any petitions from local officials for improved services,\nincluding how these service improvements relate to the service and\nperformance standards described above, and shall consult with\nappropriate local officials in its preparation and periodic updates to\nthe operation plan.\n
