§ 1149-w. Effect of inconsistent provisions. Insofar as the provisions\nof this title are inconsistent with the provisions of any other general,\nspecial or local law, or of any charter or any local law, ordinance or\nresolution of the county or other municipality, the provisions of this\ntitle shall be controlling, provided that nothing contained in this\nsection shall be held to supplement or otherwise expand the powers or\nduties of the authority otherwise set forth in this title. Nothing\ncontained in this title shall be held to alter or abridge the powers and\nduties of the department of environmental conservation or the department\nof health.\n
