§ 79-a. Definitions. As used in this article: 1. "State aid" shall\nmean payments by the state to an eligible governmental entity in\naccordance with the provisions of this article.\n 2. "Program year" shall mean the calendar year.\n 2-a. In addition, the commissioner shall promulgate regulations\nto provide for direct funding to any city, town or village in a county\nconstituting an eligible governmental entity pursuant to this\nsubdivision which such city, town or village enforces the provisions of\nthis chapter and has established an "I love NY waterways" boating safety\nprogram approved by the commissioner.\n 3. "County, city, town or village" shall mean each county, city, town\nor village in the state of New York except those counties which lie\nwithin the territorial limits of the city of New York. The term "county"\nwith reference to such counties lying within the territorial limits of\nthe city of New York shall mean the city of New York.\n 4. "Authorized expenditures" shall mean those expenditures determined\nby the commissioner to be reasonable and necessary for the adequate and\nproper enforcement of the provisions of this chapter, and for\nimplementing an accident reporting system and vessel and related\nequipment anti-theft program and/or an "I love NY waterways" boating\nsafety program and/or a boating noise level enforcement program. The\ncommissioner shall prepare and maintain in his office a schedule of such\nauthorized expenditures and amend the same from time to time.\n
