§ 64-a. Suspension and revocation of licenses.

1.The inspector may\nsuspend or revoke any license of master, pilot, engineer or joint pilot\nand engineer, issued pursuant to the provisions of this article, upon\nsatisfactory proof of recklessness, carelessness, intemperance,\nincompetence, wilful dereliction of duty or wilful disobedience of any\nrule or regulation duly made and promulgated by the commissioner.\n 2. It shall be the duty of the inspector to receive and make\ndetermination on complaints duly made in writing against any master,\npilot, engineer, or joint pilot and engineer licensed pursuant to the\nprovisions of this article where it appears that the license of such\nperson may be subject to suspension or revocation under this section.\n 3.
