§ 174-b. Use of agents.

1.The commissioner may promulgate regulations\ngoverning the use of dispersants, burning agents, biological additives,\nsurface collecting agents or other chemical additives in the cleanup and\nremoval of a petroleum discharge.\n 2. The commissioner shall pursue an official memorandum of\nunderstanding with the United States Coast Guard regarding the planned\nuses of dispersants, burning agents, sinking agents, biological\nadditives, surface collecting agents or other chemical additives in the\nevent of a petroleum discharge. Such memorandum of understanding should\nbe reflective of any rules or regulations promulgated pursuant to this\nsection.\n 3. No person shall supervise, aid or participate in any use of\ndispersants, burning agents, sinking agents, biolog
