§ 140. Definitions. As used in this article, the following terms shall\nmean and include:

(a)Municipality. A county, city, town, or village; a\ncounty, city, town or village on behalf of an improvement district; or\nany two or more of the foregoing which are acting jointly in connection\nwith a project.\n (b) Federal government. The federal government or any agency or\nofficer thereof.\n (c) Harbor of refuge. A harbor or navigational improvement designed\nprimarily to enhance recreational boating, which is constructed or\nimproved by the federal government and which requires state\nparticipation.\n (d) Local marine facility. A harbor or navigational improvement\ndesigned primarily to enhance recreational boating, a facility\nappurtenant or incidental thereto, or a facility appurten
