§ 25.07 Non-substitution.\n A voluntary agency or a program operated by a local governmental unit\nshall not substitute state monies for cash contributions, federal aid\notherwise committed to or intended for use in such program or by such\nagency, revenues derived from the operation of such program or agency,\nor the other resources available for use in the operation of the program\nor agency.\n
