§ 825. Multipurpose service centers.
1.Upon receipt of federal\nfunding designated to assist displaced homemakers, the commissioner\nshall establish multipurpose service centers for displaced homemakers\nwhich shall provide the following:\n (a) job counseling services which shall:\n (i) be specifically designed for a person entering the job market\nafter a number of years as a homemaker;\n (ii) operate to counsel displaced homemakers with respect to\nappropriate job opportunities;\n (b) job training and job placement services which shall:\n (i) develop, by working with state and local government agencies and\nprivate employers, training and placement programs for jobs in the\npublic and private sectors;\n (ii) assist displaced homemakers in gaining admission to existing\npublic an

§ 825. Multipurpose service centers. 1. Upon receipt of federal\nfunding designated to assist displaced homemakers, the commissioner\nshall establish multipurpose service centers for displaced homemakers\nwhich shall provide the following:\n (a) job counseling services which shall:\n (i) be specifically designed for a person entering the job market\nafter a number of years as a homemaker;\n (ii) operate to counsel displaced homemakers with respect to\nappropriate job opportunities;\n (b) job training and job placement services which shall:\n (i) develop, by working with state and local government agencies and\nprivate employers, training and placement programs for jobs in the\npublic and private sectors;\n (ii) assist displaced homemakers in gaining admission to existing\npublic and private job training programs and opportunities;\n (iii) assist in identifying community needs and creating new jobs in\nthe public and private sectors;\n (c) health education and counseling services with respect to:\n (i) general principles of preventative health care;\n (ii) health care consumer education, directed particularly to\nselection of physicians, dentists and health care services and health\ninsurance;\n (iii) family health care and nutrition;\n (iv) alcohol and drug addictions; and\n (v) other related health care matters;\n (d) financial management services which provide information and\nassistance with respect to insurance, taxes, estate and probate\nproblems, mortgages, loans, and other related financial matters;\n (e) educational services, including:\n (i) courses offering information about credit through secondary or\npost secondary education programs including bilingual programs when\nappropriate;\n (ii) such other courses as the commissioner determines would be of\ninterest and benefit to displaced homemakers; and\n (f) outreach and information services with respect to federal and\nstate employment, education, health, and unemployment assistance\nprograms which the commissioner determines would be of interest and\nbenefit to displaced homemakers.\n 2. The commissioner may enter into contracts with and make grants to\npublic and nonprofit private entities for purposes of establishing\nmultipurpose service centers under this article.\n 3. The commissioner shall consult and cooperate with the secretary of\nhealth, education and welfare, the secretary of labor, the commissioner\nof the social security administration, the commissioner of the\nadministration on aging, and such other persons in the executive branch\nof the federal and state governments as the commissioner considers\nappropriate to facilitate the coordination of multipurpose service\ncenters established under this article with existing federal and state\nprograms of a similar nature.\n 4. Supervisory, technical, and administrative positions relating to\nmultipurpose service centers established under this article shall, to\nthe maximum extent feasible, be filled by displaced homemakers.\n 5. Trainees in a program established under this article, who have\ndemonstrated a financial need to the satisfaction of the commissioner,\nshall be paid a stipend not less than the federal minimum wage while\nengaged in such program.\n
