§ 810. Statement of public policy. Skilled manpower constitutes a\ngreat resource in this state. Apprenticeship programs, through\nsupervised training and education, develop skilled craftsmen and help\nmeet the increasing needs for such workers in the state's labor force.\nThe continuing development of skilled manpower is essential for\nindividual self-realization and for an expanding industrial economy. To\nthese ends, it is the declared public policy of the state of New York to\ndevelop sound apprenticeship training standards and to encourage\nindustry and labor to institute training programs.\n
