* § 708-a. E-filing program for the purpose of filing papers\nelectronically. 1. Notwithstanding any other provision of law, the New\nYork state public employment relations board shall establish and\npromulgate rules authorizing an electronic filing program (hereinafter\nreferred to as "e-filing"), in the use of electronic means for:
(a)the\ncommencement of a proceeding; and (b) the filing and service of papers\nin pending proceedings. The board's website shall contain the e-filing\nprogram along with instructions for e-filing, such rules regarding\ne-filing, and certain forms promulgated by the board that parties or\nother persons may use to prepare their documents for e-filing.\n 2.
