§ 43. Transfer of funds to the unemployment insurance occupational\ntraining fund. Notwithstanding any other law, rule or regulation to the\ncontrary, subject to approval by the director of the budget, the state\ncomptroller is hereby authorized and directed to transfer funds from\nother state operations and aid to localities appropriations to the\nunemployment insurance occupational training fund in the department to\nmeet requirements for payment of the state share of individual and\nfamily grants awarded pursuant to the federal disaster relief act of\n1974, public law 93-288.\n
