§ 78. Justices of appellate division in first department may make\nrules for management of law libraries and court-houses of appellate\ndivision and supreme court. The justices of the appellate division in\nthe first department shall from time to time make such rules as they may\ndeem necessary for the management and protection of the law libraries\nand for the protection and management of the court-houses and\ncourt-rooms of the appellate division and of the supreme court.\n
