§ 191. Power of county judge to hear special proceeding that supreme\ncourt justice can hear at chambers. A county judge within his county\nhas the power to, and upon proper application shall, at a reasonable\ntime, hear and determine any special proceeding which a supreme court\njustice is authorized to hear and determine at chambers.\n
