§ 262. Appropriations by state for the maintenance, repair, and\nreconstruction of state highways and state owned bridges thereon. There\nshall be annually appropriated for the maintenance, repair, and\nreconstruction of improved state highways and state owned bridges\nthereon, an amount sufficient to provide therefor, based upon estimates\nby counties, prepared and submitted by the commissioner of\ntransportation. In addition thereto there shall be appropriated each\nyear for the same purposes an amount equal to not less than ten per\ncentum of the amount appropriated for counties to be known as a\nmaintenance contingent fund to be used by the commissioner of\ntransportation in his discretion to supplement the amounts appropriated\nto each county for the maintenance, repair and reconst
