§ 13. Qualifications of certain employees. To the end that the\nemployees of the department of transportation engaged in the work of\nconstructing, improving or maintaining highways under the provisions of\nthis chapter may be practical highway builders, the commissioner is\nauthorized to indicate to the civil service commission the relative\nvalue which should be given to experience and scientific attainments.\n
