§ 473. Construction and severability. This article shall be liberally\nconstrued to effectuate its purposes. The provisions of this article\nshall be severable and if any provision, sentence, clause or phrase of\nthis article or the application thereof to any person or agency shall be\nheld contrary to the constitution of this state or of the United States,\nall other provisions hereof and their application to any other persons\nor agencies shall not be affected thereby.\n
