  § 415. Construction of article. The powers conferred by this article\nshall be in addition and supplemental to and not in substitution for,\nand the limitations imposed by this article shall not affect the powers\nconferred by any other general, special or local law. The powers\nconferred by this article shall not be affected by the provisions\ncontained in any other general, special or local law, except as\notherwise herein provided.\n
