§ 353. Approval of board of estimate required. Wherever under this\narticle the local legislative body of a city is authorized to take any\naction, the separate approval of such action by the board of estimate\nand apportionment or similar body of such city, if there be such a board\nor body, shall also be required, unless such board of estimate and\napportionment or similar body is a branch of the local legislative body.\n
